CHILDREN EDUCATION ALLOWANCE
CEA/Hostel subsidy applicable to all Central Government employees . The consolidated instructions have been issued vide Department of Personnel and Training OM No A-27012/02/2017-Estt(AL) dated 16/17.7.2018.
1. Can be claimed only for the two surviving children with the exception that in case the second child birth results in twins/multiple birth.
2. In case of failure of sterilization operation, the CEA/Hostel subsidy would be admissible in respect of children born out of first instance of such failure beyond the usual children norm.
3. The amount of CEA will be Rs 2250/- per month. The amount of ceiling of Hostel subsidy will be Rs 6750 per month. To claim reimbursement Govt servant should produce a certificate issued by the Head of the Institution. If such certificate can not be obtained self attested copy of the report card or self attested fee receipt can be produced.
4. The reimbursement of CEA for Divyaang children will be double the normal rate of CEA. i.e Rs 4500 per month.
5. Hostel subsidy and CEA can be claimed concurrently.
6. Hostel subsidy is applicable only in respect of the child studying in a residential educational institution located at least 50 kilometers from the residence of the Government servant.

CHILDREN EDUCATION FACILITATION ALLOWANCE FOR GDS
Children Education Facilitation Allowance for Gramin Dak Seveks (GDS) has been implemented vide Department of Posts OM No 17-31/2016-GDS dated 18.9.2019. The instructions came into effect from 1.10.2019.
1. Can be claimed only for the two surviving children with the exception that in case the second child birth results in twins/multiple birth.
2. In case of failure of sterilization operation, the CEA would be admissible in respect of children born out of first instance of such failure beyond the usual children norm.
3. The amount of reimbursement of CEFA will be Rs 6000/- per annum.
