After CPI, India Post may help CSO with IIP nos too

NEW DELHI: Rattled by criticism about its ability to collect industrial production data accurately and efficiently, India's apex statistical body is taking inspiration from a very unlikely quarter - our post office system .


India Post is helping the central statistical organization (CSO) under the Ministry of Statistics and Programme Implementation to collect data for the consumer price index since 2010. It uses an online portal system to collect uploaded data, a system that could be used to collect data to compile the Index of Industrial Production, or IIP. "We are trying to convince ministries to have an online portal so that factories can upload data in a set format, human interference is minimal and we can get the data on time," SK Das, director general, CSO told ET.

Postal Directorate has revised the rates of Honorarium in connection with conducting of Limited Departmental Competitive Examinations Vide letter no A.34020/17/2008-DE dated 26.04.2012. The revised rates will apply to all Limited Departmental Competitive Examinations to be held on or after 26.04.2012.

RT Guidlines for the year 2012-13 for all cadres except IPS Group 'A'

Directorate has issued orders vide Memo No 141-91/2012-SPB-II dated 2.4.2012 on the above subject.  Employees of all cadres except IPS Group 'A' completing Post Tenure of four years or Station Tenure of six years are to be rotated subject to the following broad principles:-

(i)  Matching of human resource with requirements of posts and placing officials in the choice stations may be considred in the overall context of administrative requirements and austerity measures.

(ii) Inter-station transfers should be restricted to minimum in view of the austerity measures.

(iii) Extension of tenure by one year except in the case of Single Handed Sub Postmasters and employees retiring within one year may be considered for retention by the Head of Circle.

(iv) In respect of Group 'A' officers other than that of Indian Postal Service, Group 'A', officers, who have completed four years in a particular post or six years at a particular station may be invariably rotated, especially, if the post occupied by them is sensitive in nature.  Their transfers should be linked with their performance and requirements of the posts to be filled up.

(v) If extention is required for such Group 'A' officers, the proposal of extension may be referred to the Directorate.

(vi) Rotational Transfer of SBCO staff will be made within the cluster of Divisions and only in exceptional circumstances, DPS (HQ) in consultation with AO ICO (SB) may consider movement of SBCO offcials outside the cluster.

(vii) The Rotational Transfer Guidlines should be made applicable to all cadres as indicated above including Stenographers/Private Secretaries and MMS.

(viii) Instructions issued by Vigilance Division of the Department regarding transfer/posting relating to sensitive posts will hold good without any change.

Post office launches online letterbox (Not here.. In Australia)

AUSTRALIANS will soon be able to receive their letters online with Australia Post's new digital mailbox.


The online letterbox will allow customers and businesses receive their mail through an online portal that can be accessed 24 hours a day.

Users will be able to connect with service providers they have a relationship with - such as banks, utilities and government entities and use the digital mail box as a personal digital vault to upload and find documents.

A spokesperson for Australia Post said the biggest difference between the new digital mailbox and an email account will be the ability to view relationships with service providers on one page and the security of the account.

“The Australia Post Digital Mailbox is a total system for storage, management and payment of statements and bills - customers can log in to view bills and pay them with one click,” the spokesperson said.

“It also allows users to view the history of their relationship with a service provider on one page - i.e. see all statements, bills and communications from that organisation.

“Another big difference is security. Email is not secure whereas the Australia Post Digital Mailbox provides end-to-end encryption of all communications.”

Australia Post also announced the opening of 30 superstores across the country in direct response to the 10 million Australians now shopping online which resulted in an extra three million parcels delivered this Christmas.

“With our parcel volumes growing a staggering 13 per cent since July last year due to online shopping, our superstores are where people’s physical lives will connect with their digital lives,” said Australia Post managing director and CEO, Ahmed Fahour.

The 24/7 zone will give customers around-the-clock access to post and collect parcels, pay for postage, purchase stamps and packaging products, pay bills and use an Australia Post ATM.

“With online shopping booming, Australians have told us they want to be able to collect their parcels at a time and place that suits them. Parcel locker trials at three post offices in Australia resulted in 3300 customers signing up to use them, Mr Fahour said.

"Now, we’re extending parcel lockers to a total of 10 sites, with plans for a national rollout to further expand this service.”

Post office small savings become attractive; Centre hikes rates


Srinagar, Apr 1: Here is some good news for people planning to invest in post office saving schemes. Centre government has hiked the interest rate of small saving schemes making them attractive for the investors.

According to experts, hike in interest rates of small saving schemes will give stiff competition to banks. “People will now have variety to choose investing agency offering higher interest rates,” they said.

According to official release by Union Finance Ministry, the rate for one year time deposit has been increased by 50 basis points to 8.2 per cent from 7.7 per cent. A similar rate hike has been announced for 2 year time deposits to 8.3 per cent from 7.8 per cent.

The rate for 3 year time deposit has been increased from 8 to 8.4 percent. 5 year time recurring deposit will also fetch 8.4 percent interest as compared to earlier 8 percent.

For more popular ‘monthly income scheme’, however the increase is slightly lower at 30 basis points. The rate for the five–year-scheme stands pegged at 8.5 percent while the interest rate on public provident fund has been increased from 8.6 percent to 8.8 percent.

Pertinently, the rates came into effect from today and would remain applicable for FY 2012-13.

There is also good news for senior citizens. The rate for senior citizens saving schemes has also been raised to 9.3 percent from 9 percent.

Besides the age slab for senior citizens to get benefits under the scheme has been reduced by five years to 60 from 65.

The rates applicable on the five year and 10- year maturity National Savings have also been revised.

Now an investor will get 20 basis point more interest under these schemes. For five year time deposit interest rate has been fixed at 8.6 percent and for ten year 8.9 percent which was earlier 8.4 percent and 8.7 percent respectively.

Accordingly, the interest rate on saving deposits has been kept unchanged at 4 percent. Experts believe the decision of the centre government to hike interest rates will help revive these schemes which are less known to masses.

Cluster for Posting of Inspector Cadre too!!!

Directorate has recently issued tenure for cluster in respect of Group 'A' cadre.  The officers can not serve in the cluster more than the number of years fixed. They cannot come back again if they complete the number of years fixed.  Tamilnadu Circle also planning to form a cluster to avoid working of IP cadre officials in a particular Division for years together.   Here is the letter calling for suggestions from the Regional PMs General.

Vehicle Registration and Driving licence to be Centralised

Vehicle Registration and Issue of Driving licenses will be Centralized soon as Highways Ministry and National Informatics Centre have launched a Centralized database for these two regulations.
Once this Centralized Computerization project is operational driving licenses will be issued in the name of Union of India using the terminals linked to the central database. This procedure will eliminate duplication work as reported by NIC.

Also, details of the automobile will only be a click of a mouse away. Officials said a gazette notification will be issued within a month to make it mandatory that all new licenses would be issued as Indian Union Driving Licence.

It is told that this Centralization process will not take away the powers of State Government as far as Registration of Vehicles and issue of driving licenses are concerned.
The idea of bringing these two regulations under a single window is to prevent anyone from getting multiple licenses from different states. Once the centralized database come in to existence every RTO can access, the same and exercise his powers registration vehicles and and issue of driving licenses. In a nut shell, the new system would eliminate usage of vehicles for destabilizing national security.

In this regard the national transport portal will work as a gateway for multiple purposes for individuals and also for states and security agencies. People can apply for Driving licence, Vehicle registration certificate and for hypothecation online. As per official statement, this system will facilitate online payment of various taxes, fees and transport charges. The vehicle owners can also get SMS alerts of their payments due for insurance and renewal of insurance.

Regarding Economic Times feature on India Post dated 8/3/11 - Published by our Department in India Post web site.

Many of staff and officers contacted Postal Directorate about a special feature on India Post in the Economic Times dated 7 March 2011. The Following few points may put the records straight :

First about deficit. It is true that during last two years, the expenditure has increased. That is mainly due to establishment cost going up on account of implementation of recommendations of Pay Commission. This is true of all Government departments whether in public service or not. In regard to revenue of the Department, the two main sources of revenue,tariff for mail and remuneration for savings bank are administered.

Secondly about technology. It is true that post office computerization started nearly fifteen years back. But the compurerisation was incremental and on stand alone basis. A project to computerize and network all post offices by 2012-13 is under implementation. That will provide a platform for new services including extensive financial services, e-commerce and joint products from various corporate

Thirdly about Post Bank. This Deprtment has got a report from consultant in this regard which is under processing. It may be mentioned, till last year RBI did not show any inclination for issuing banking licenses. Further to make post office an effective banking outlet, one needs to have networking and specialized banking package which is under implementation now.

Fourthly about structure of the organization, leadership and continuity. There are as many corporatized post offices who have failed as of those which succeeded. In this regard continuity of vision and ability to transform is important. But that is not necessarily one top person centric. Leadership at all levels with a committed group for transformation is required. That is what we have been aiming at for managing this change.

India Post: Even with social obligation, it could be profitable

For an entity that is in the delivery business, speed in decision-making is not a strength of the department of post. From idea to implementation, the department has taken 16 years to computerise and connect all its 155,000 branches; it's taken 10 years to enter the business of managing the movement of goods for companies.

Most recently, it's taken four years just to commission a feasibility study for its biggest transformation yet, becoming a bank.

In the last 15 years, as electronic modes of communication have trampled on physical forms, the department has tried to change, only to give into its worst self, and continue down the road of irrelevance and mounting losses. In 2009-10, it lost Rs 6,641 crore, on revenues of Rs 6,266 crore. In other words, to earn one rupee in revenues, it spent Rs 2. In 1997-98, it gave itself a new, contemporary and meaningful identity: India Post.

Sub : Discontinuation of 'Certificate of Posting'

     Under the provisions of Rule 195 of the India Post Office Rules, 1933 'Certificate of Posting' is granted to the public to afford an assurance that letters and other articles for which no receipts are granted by the Post Office and entrusted to servants or messengers for posting have actuall been posted.

     It has since been decided that 'Certificate of Posting' may be discontinued immediately.

     A copy of Gazette Notification No 58(E) dated 31.1.2011 deleting the Rule 195 of the Indian Post Office Rules, 1933 regarding 'Certificate of Posting' is enclosed for informatin and necessary action.

    This may kindly be brought to the notice of all concerned for strict compliance.

    The receipt of this communication may also be acknowledged.
